The North Carolina Central Fire Education Association represents the counties in the central area of the state. The purpose of the association is to provide an opportunity for Fire & Life Safety Educators to meet and discuss problems and solutions relating to life safety education.

BY-LAWS
ARTICLE I
Name:
The organization shall be known as “The North Carolina Central Fire and Life Safety Education Association”.
ARTICLE II
Objectives:
1. To coordinate the efforts of its members in the field of fire and life safety education; and, by so doing, endeavor to provide an efficient and uniform fire and life safety program in North Carolina.
2. To distribute to its members such information pertaining to fire and life safety education and prevention as may be available, and to assist its members in the solution of any problems which may arise in these areas.
3. To, at all times, assist and cooperate with this association, organizations, industries, government agencies, or departments which share our common interest in the fire and life safety education of our citizens.
ARTICLE III
Eligibility:
Any person engaged in promoting the prevention of fires and injury through fire and life safety education may become a member of this organization.
ARTICLE IV
Membership:
1. Membership shall consist of representatives necessary to duly represent fire service fire and life safety, and fire education/burn and injury prevention organizations throughout the central region.
2. The Central Region is defined as being the 27 counties of Alamance, Caswell, Chatham, Cumberland, Davidson, Durham, Franklin, Forsyth, Granville, Guilford, Harnett, Hoke, Johnston, Lee, Montgomery, Moore, Orange, Person, Randolph, Richmond, Robeson, Rockingham, Scotland, Stokes, Vance, Wake and Warren.
3. Members who do not pay dues within 60 days of notice shall not be allowed to have voting power nor shall he/she have the right to hold or be an acting officer of this association until dues are paid in full.
4. Any past active member who has retired from a qualifying organization as defined in Article 4 Section 1 shall be eligible for Honorary Membership.
5. Honorary Membership shall be bestowed by a majority vote by the members. Honorary Members shall not pay dues, hold office or have voting power.
ARTICLE V
Officers:
1. Officers of the Central Fire and Life Safety Education Association shall be Chairperson, Vice Chairperson, Secretary, and Treasurer.
2. Nominees for position of Chairperson and Vice Chairperson shall have been a member of the Association for one year.
3. Officers of the Association shall be accredited representatives elected by a majority vote of active members present.
4. No one member may hold any one office for a period exceeding two (2) consecutive years with the exception of the Secretary and Treasurer.
5. Election of officers shall be held at the conference each year.
6. New officers shall take office at the end of the annual conference.
7. In case of a vacancy of the office of Chairperson, the Vice-Chairperson shall ascend to the office of Chairperson. In the case of a vacancy in the office of any other officer, the vacancy shall be filled by a nominated appointment of the Chairperson and a majority vote from the membership on that appointment. This appointment will run until the next general election of officers.
ARTICLE VI
Duties of Officers:
1. The Chairperson shall preside at all meetings and conduct all business. The
Chairperson shall call special meetings when he/she may deem necessary. The Chairperson shall establish meeting dates and locations of region meetings at the annual conference.
2. The Vice Chairperson shall assume all duties in the absence of the Chairperson. The Vice Chairperson shall review the bylaws annually and make recommendations for changes.
3. The Secretary shall keep a record of the attendance at all meetings, record and forward to all members the minutes of the meetings and special meetings. He/she shall be custodian of the minute book and all records, correspondence, and literature pertaining to the business of the Association. He/she shall keep the members informed as to the progress of the Association’s business and shall record and answer all correspondence promptly and in an efficient manner. He/she shall notify in writing all members of the meeting. He/she shall make corrections to meeting minutes.
4. The Treasurer shall be responsible for all receiving and keeping accurate records of all dues and other funds received by this organization, and shall account for all disbursements made from said organization. The Treasurer shall have up-to-date records showing income, disbursements, and shall be prepared to give a current report and balance upon request from President or any other State or Federal Authority. The treasurer shall give each member, at the end of each calendar year, a written report showing beginning balance, deposits, disbursements, and the end of the year status of all monies in the Central Fire Education Fund. This report shall be completed by July 31st of the next calendar year. The Treasurer’s records shall be subject to auditing by the Officers and/or appointed committee upon request.
ARTICLE VII
Appointments:
1. Special committees may be elected by the members or may be appointed by the Chairperson.
2. Each special committee shall elect a chairperson who shall be responsible for conducting all meetings of said committee.
3. Five members of the association shall be elected to serve as members of the State Council, one member being the Chairperson and one being the Vice-Chairperson. The remaining three members will be elected by majority vote of the membership. All members to the State Council must be in good standing with the Central Region.
4. The Chairperson shall be responsible for forming a conference committee two years prior to the scheduled hosting of the annual conference. The Chairperson will appoint a Conference Committee Chairperson and outline their roles and responsibilities.
ARTICLE VIII
Meetings:
1. Meetings of the membership shall be convened quarterly, generally on the 2nd Tuesday of the month at 10am.
2. Special meetings shall be called at the discretion of the Chairperson or upon the wishes of a majority of the membership.
3. Special committee meetings shall be convened upon appointment or election of the committee and shall meet at a location and time agreed upon by a majority of the committee members.
ARTICLE IX
Dues:
Dues shall be paid annually upon receipt of notification. Dues shall be paid within 60 days of receipt of notices. Dues shall be in the amount of $ 15.00 per member or
$ 40.00 per department, whichever is less.
Special Fund
There will be a Special Fund used for memorial gifts made in the amount of $50.00 to the NC Jaycee Burn Center when an immediate family member of the North Carolina Central Fire and Life Safety Education Association passes away. Immediate family members will be defined as spouse, child, mother, father, sister, brother, grandmother, grandfather and any step, in-law, or adopted variation of the afore mentioned. The Secretary will be responsible for the arrangements concerning the memorial gift. All deaths that qualify for the Special Fund memorial gift should be sent to the Secretary immediately upon notification.

The B. T. and Maxine Fowler Educational Scholarship
This educational scholarship was established by the Central Region of the North Carolina Fire and Life Safety Educators to honor Mr. B. T. Fowler, a pioneer in fire and burn prevention education. The purpose of this scholarship is to provide financial assistance to fire and life safety educators who desire to attend the annual North Carolina Fire and Life Safety Educator’s conference but because of financial reasons are unable to.
WHO may apply?
Any North Carolina fire service member whose job (volunteer, part-time or full time) involves promoting fire and life safety education in the Central Fire and Life Safety Region.
Requirements:
· Be a member of a rated and recognized fire department, member of the Fire Marshal Office, or other agency that promotes fire and life safety education.
· Has been a member of the agencies listed above with at least 2 years of service.
· Have letter of recommendation by local chief or supervisor.
· Brief statement of the background and mission of the organization.
· Brief report filed back to the Scholarship Committee of educational topics learned and how that will be incorporated into local fire and life safety education.
· Personal philosophy statement about fire and life safety education.
Award:
Scholarship(s) of $250 maximum will be awarded each year based on an as needed basis or as awarded by the Scholarship Committee.
