Lee Sudia discussed the lack of a statewide fire education program in the school system. Lee would like for members of the council to meet with Dr. William Harrison, NC Department of Public Instruction to discuss how to get a statewide fire education program into the teaching standards. Lee will draft a letter to the NC Department of Public Instruction on this matter. Discuss further at August meeting. Chairman Tommy Curry must approve all correspondence on this matter.

Home Safety Council has teamed up with Weekly Reader Custom Publishing on Start Safe: A Fire and Burn Safety Program for Preschoolers and their Families. Funded through a grant from the U.S. Department of Homeland Security/Office of Domestic Preparedness, Start Safe provides resources for preschool teachers and administrators to work closely with local fire departments. The Burn Center is working on providing this program statewide, more information at the August meeting.

Article I NAME
This organization shall be known as the North Carolina Fire & Life Safety Education Council (N.C.F.L.S.E.C.).
Article II MISSION STATEMENT
The Mission Statement of the Council shall be “Prevention through Education.”
Article III PURPOSE
To reduce through safety education the loss of life, property and injuries caused by fire or other emergency situations.
To provide a network of educators for the exchange of ideas and resources.
To promote educational resources among educators and to coordinate and promote educational resources of safety education for the public.
To respond to fire and life safety educator's needs throughout North Carolina by assisting them in all phases of life safety education.
To submit and publish articles and research data regarding fire and other safety issues.
To conduct training and workshops to enhance professional development among fire and life safety educators.
To serve as the Technical Advisory Committee to the North Carolina State Fireman’s Association on all issues pertaining to fire and life safety.
Article IV OFFICERS
The officers of the Council shall be Chairperson, Vice-Chairperson, Secretary, and Immediate Past-Chairperson. They shall constitute the Executive Committee of the Council.
Terms of the officers will begin on the first day of the month following the North Carolina Fire and Life Safety Education Conference. Terms of the officers shall be limited to one year. Officers cannot serve more than two consecutive terms with the exception of the Secretary. Meetings of the Executive Committee may be scheduled at the call of the Chairperson. Any Executive Committee member failing to attend two (2) successive meetings during any year without an excuse acceptable to the Executive Committee shall be disqualified and the office declared vacant.
Article V DUTIES OF THE OFFICERS
It shall be the duty of the Chairperson to preside over the meetings of the Council; to periodically, as required, present a report of the activities of the Council to other organizations; to be the official representative of the Council; to represent the Council at Executive Board meetings of the North Carolina State Fireman's Association and to perform such other duties as are ordinarily performed by the presiding officers.
It shall be the duty of the Vice-Chairperson to perform the duties of the Chairperson as necessitated by his/her absence and to assist the Chairperson whenever required and to ensure that the Bylaws are observed at all meetings.
It shall be the duty of the Secretary to keep minutes of the proceedings of the Council and the Executive Committee; to keep record of the members of the Council and attend to all of the communications pertaining to the Council.
It shall be the duty of the Immediate Past Chairperson to assist the Chairperson and Executive Committee whenever required in matters of business pertaining to the Council.
The Officers of the Council shall be the governing body of the organization when the organization itself is not in session. All matters affecting the policies, aims and means of accomplishing the purposes of this organization, not specifically provided for in this statement of bylaws or by action of the organization at a regular or special meeting shall be decided by the Executive Committee. The Officers of the Council shall be selected from the Membership as defined in Article VIII. Officers selected from one of the recognized education regions shall count as one of the region’s fire (5) representatives. Voting by Officers shall be in accordance with Articles VIII and XII.
Article VI FILLING A VACANCY
In the case of a vacancy of the office of Chairperson, the Vice-Chairperson shall ascend to the office. In the case of a vacancy in the office of any other officer, the vacancy shall be filled by a majority vote of the remaining officers. This appointment will run until the next general election of officers.
Article VII MEETINGS
Meetings of the Council shall be convened quarterly. The North Carolina Fire and Life Safety Education Conference shall be held annually. The Council will hold a meeting and at least one workshop during the annual North Carolina State Fireman's Association in accordance with the NCSFA Partnership Agreement.
Article VIII MEMBERSHIP
Membership on the Council shall consist of five (5) representatives appointed from each of the recognized education regions. Each region shall receive one vote in Council business.

There shall be one voting representative from each of the following state agencies:
· North Carolina Department of Insurance
· North Carolina Jaycee Burn Center
· North Carolina Extension Service
· North Carolina Office of Emergency Medical Services
· North Carolina Commission for Health Services
At-large Council members shall serve at the discretion of the Council and have one vote per agency or individual:
· Individuals
· North Carolina Fire & Life Safety Educator Sub-Committee
· Firefighters’ Burned Children Fund
· National Fire Protection Association
Support members may assist at the discretion of the Council and their respective agencies in matters concerning committee work, conference planning or special projects. Support staff does not vote in the affairs of the Council.
Support staff includes, but are not limited to:
· Individuals
· OSFM Staff
· Director of the NC F & LSE Conference
· State or Local Agencies
The organizations represented on the Council shall submit to the Chairperson a list of their representatives by the first day of the month following the North Carolina Fire & Life Safety Education Conference.
Any At-large member of the Council failing to attend two (2) successive meetings during any year without an excuse acceptable to the members of the Council shall be disqualified by a vote of the majority of the Council membership.
Members from recognized education regions or state agencies failing to attend two (2) successive meetings during any year without an excuse acceptable to the Executive Committee shall be replaced by their respective region or agency upon request of the Executive Committee.
Article IX CONFERENCE FINANCIAL REPORTS
The Director, or Co-Directors, of the North Carolina Fire & Life Safety Education Conference, or his/her designee, shall provide a financial report to the Council at the regular Council meeting following the Conference. The Director, or Co-Directors, should be appointed annually at the first regular Council meeting following the Conference.. The Director of the Conference shall advise the Council of any financial issues or concerns prior to each Conference as necessary. The financial business of the Council shall be conducted through the North Carolina State Firemen’s Association.
Article X AMENDMENTS
This Council shall have the power to amend and revise any portion of these Bylaws. Thirty (30) days prior to quarterly meetings, notice of proposed changes shall be published. Approval of the changes shall require two-thirds vote of approval of the authorized voting members or agencies present at the quarterly meeting.
Article XI COMMITTEES
Committees, whether standing or ad hoc committees, shall be established by the Chairperson and/or the Executive Committee and the Chairperson shall appoint the members of any and all committees as may be required; and any vacancy on a committee shall likewise be filled by the Chairperson. Each committee appointment shall include committee goals and completion dates.
Article XII CONDUCT OF BUSINESS
Robert’s Rules of Order shall govern this Council in the conduct of its business with the exception of determining a quorum or otherwise specifically stated in the Bylaws. A quorum shall exist if the majority of approved voting agencies or individuals are present at a regular or specially called meeting. A quorum shall be (5) voting agencies. Simple majority with the exception of Amendments in Article X shall determine business decisions. Officers shall vote in accordance with their membership in Article VIII. The Chair shall not have a vote in the case of a tie. In a tie vote the motion shall fail.
Article XIII NC FIRE & LIFE SAFETY EDUCATION LOGO
The Council encourages all Education Regions and approved fire & life safety education organizations to utilize the Fire & Life Safety logo developed by the Office of State Fire Marshal. The logo is copyrighted by the OSFM. Any groups wishing to utilize the logo shall have to abide by any requirements set forth by the Office of State Fire Marshal on the use of said logo. Article XIV NEWSLETTER The Council shall utilize the North Carolina Fire & Rescue Journal published by the Office of State Fire Marshall for dissemination of fire prevention and education information. At such time that a dedicated Fire & Life Safety Education publication is available or justified the Council will utilize said publication along with the NC Fire & Rescue Journal. Article XVI SPONSORING ORGANIZATION
The North Carolina Fire & Life Safety Education Council will fall under the North Carolina Fire and Rescue Commission in complying with the statutory responsibility for fire and life safety education required of the Commission. The Council will also act in an advisory capacity in all matters concerning fire and life safety education to the Commission.
